Wage Trend: Median LCA Salary by Fiscal Year
From DOL LCA filings, not USCIS petition approvals (LCA wages tend to run slightly higher)
FY2022–FY2025 are complete fiscal years (four quarterly DOL releases each). FY2026 covers only Oct 2025–Mar 2026, so its filing count is not comparable to the full years above — and OFLC issued no determinations from Oct 2 to Nov 3, 2025 during the funding lapse, which suppresses it further. The median wage is comparable.

What This Data Reveals
Amazon is #1 by a massive margin
Combining all Amazon entities (Services, AWS, Development Center, Data Services), they filed over 22,500 certified H-1B LCAs in FY2025 alone — more than Google + Microsoft combined (17,824).
Texas is closing in on California
TX has 15.4% of all H-1B LCAs vs CA's 18.6%. Five years ago this gap was much wider. Austin, Plano, Dallas, Houston, and Irving are all in the top 15 cities.
IT consulting firms are still massive
Cognizant, TCS, Infosys, HCL, Accenture, Capgemini, and Compunnel combine for ~35,300 LCAs in FY2025 — but the tech companies now individually outfile most of them.
Wages jumped $12k in 3 years
LCA median went from $108k (FY2022) to $120k (FY2025). FY2026 H1 is already at $131k. The weighted lottery is pushing employers toward higher wages.
57% of LCAs are Level I-II wages
Under the new weighted lottery, these positions have lower selection odds. Employers offering Level III-IV wages get a significant advantage — incentivizing higher pay.
Data Scientists are now top 5
18,275 LCAs for Data Scientists in FY2025, making it the #5 occupation. This role barely existed in H-1B data a decade ago. AI/ML is reshaping the H-1B landscape.
About This Data
LCA (Labor Condition Application) data is published quarterly by the U.S. Department of Labor, Office of Foreign Labor Certification. DOL publishes them as Excel workbooks; the figures here come from converting those workbooks directly (see scripts/fetch-dol-lca.shin the repo). Note that FY2022–FY2025 releases each cover a single quarter, while FY2026 releases are cumulative fiscal-year-to-date.
What LCA data shows vs. USCIS data: An LCA is filed before the H-1B petition. Not every LCA becomes a petition, and not every petition is approved. LCA data tends to show slightly higher volumes and wages than USCIS petition data. However, LCA data includes employer names, exact wages, job titles, and worksite locations that USCIS aggregate reports do not.
Analysis based on 2,638,667 total LCA records (FY2022 Q1 through FY2026 Q2), of which 2,361,063 are certified H-1B filings.
